Biometric passport photo requirements: the full checklist

Every biometric passport photo rule traces back to ICAO Doc 9303, but the numbers that get you rejected are national. Here is the official checklist: head height, background, expression, glasses, pixels, file size, and recency, with the exact figures from each government page.

A biometric passport photo has to satisfy two layers of rules at once. The first is international: ICAO Doc 9303 sets the full-face frontal pose, the neutral expression, and the face-fill band that makes a portrait machine-readable at a border.1 The second layer is national, and it is where applications actually fail, because the head height that passes in London fails in Washington. The US wants your head to fill 50% to 69% of a 2 x 2 inch frame; the UK and Schengen want 64% to 80% of a 35 x 45 mm one.234 Add the digital gates on top, minimum pixels, a byte cap, and a photo-age limit, and a single portrait has to clear about ten separate checks. One standard, then twenty exceptions

Every passport photo rule in the world descends from ICAO Doc 9303, the machine-readable travel document standard. It requires a full-face frontal pose, a neutral expression with the mouth closed, both eyes open and visible, and even, shadow-free lighting.1 The point is not aesthetics. A border e-gate has to convert your face into a numerical template and match it against the chip in your passport, and every one of those rules exists to make that template stable.

The face-fill band is the clearest example. ICAO puts the head in a narrow slice of the frame so that facial landmarks, the corners of the eyes, the tip of the nose, the jawline, land in predictable positions at a predictable scale.1 Too small and there is not enough detail. Too large and the crop clips the geometry the algorithm needs.

Then each country writes its own implementation, and that is where the numbers stop agreeing.

Head height: the rule that splits the standards

This is the single most common cause of rejection, and the one people are most surprised by. The US does not follow the ICAO band.

The US measures head height in inches, 1 inch to 1 3/8 inch from the bottom of the chin to the top of the head, inside a 2 inch frame.26 That works out to a face filling half to two thirds of the picture. ICAO-derived specs put the face at roughly three quarters.14

The practical consequence: a compliant Schengen visa photo has a head that is visibly too big for a US passport application. Same face, same shirt, same day, and one of them bounces. If you crop one image for two countries, you have to re-crop, not just resize.

Background, expression, and glasses

Background must be plain and uniform, with no pattern, no furniture, and no shadow cast onto it. The US requires white or off-white.2 The UK accepts a plain light-coloured background, in practice light grey or cream, which gives better edge contrast against pale hair and skin.3 Singapore requires white.7

Expression is neutral across every spec. The UK wording is a plain expression with the mouth closed.3 The US allows a natural smile but not a broad one, because a stretched mouth moves the landmarks the template depends on.2

Glasses are the rule that changed and caught people out. The US has banned them outright since 2016, with a narrow medical exemption that needs a signed doctor's note.2 The UK allows glasses but not tinted or sunglasses, and the frames must not cover the eyes, with no glare on the lenses.3 If you have a choice, take them off. A glare spot on a lens is an instant fail everywhere.

Head coverings are permitted for religious or medical reasons in most specs, provided the full face from the bottom of the chin to the top of the forehead stays visible and casts no shadow.

Lighting and the no-edit rule

Lighting has to be even across your face and the background, with no shadows on either.1 Shadow under the chin or on the wall behind you is the most common DIY failure, and it is a real failure rather than a cosmetic one: a shadow across one cheek changes the pixel values the face-matching algorithm reads.

The rule people miss is the editing ban. The US Department of State prohibits photos that have been modified with software, apps, filters, or AI.2 Your phone's beauty mode counts. So does an AI background swap that reshapes the hair edge. This is why a validation tool that checks a real photo is a different thing from a generator that synthesises one, and the distinction matters more every year.

Cropping, straightening, and adjusting overall exposure are fine. Changing your face is not.

The digital layer: pixels, bytes, and how old the photo is

If you are uploading rather than printing, three more gates apply.

Minimum pixels. The US requires at least 600 x 600 for a digital passport or visa photo, and accepts up to 1200 x 1200 for visas.8 The UK requires at least 600 pixels wide by 750 tall.3 Singapore's ICA portal takes exactly 400 x 514.7

File size, with a floor as well as a ceiling. A US passport renewal accepts 54 KB to 10 MB.9 The UK accepts 50 KB to 10 MB.3 The DS-160 visa form is far tighter at 240 KB maximum, with a compression ratio of 20:1 or lower.8 Squeezing a photo under a tight cap by shrinking its dimensions is the classic mistake, because it fails the pixel minimum instead. Lower the JPEG quality, keep the pixels.

Recency. The US wants a photo taken within the last 6 months.2 The UK says the last month.3 Singapore says the last 3 months.7 An old photo that is otherwise perfect still gets refused.

What changes before 2030

The encoding standard underneath all of this is being replaced. Facial images in e-passports have been stored using ISO/IEC 19794-5.10 The successor, ISO/IEC 39794-5, allows higher image quality and richer metadata. Border inspection systems had to be able to read the new format by 1 January 2026, and issuing states must switch to it by 1 January 2030, with both formats valid during the transition.11

For an applicant today this changes nothing about how you take the photo. It does signal the direction: the tolerance for a marginal image is going down, not up, because the systems reading it are getting more precise.

The checklist

Before you submit, confirm all of it:

  1. Full-face frontal pose, head straight, shoulders square to the camera.
  2. Neutral expression, mouth closed, both eyes open and unobstructed.
  3. Head height inside your specific country's band, not a generic one.
  4. Eye line at the height the spec requires.
  5. Plain background in the right colour for that country, no shadow on it.
  6. Even lighting, no shadow on the face, no glare.
  7. No glasses, or compliant glasses with no glare if the country allows them.
  8. Correct print dimensions, or correct pixel dimensions for an upload.
  9. File size inside both the minimum and the maximum.
  10. Taken recently enough, and not retouched by software, a filter, or AI.

Nine of those ten are checkable before you leave the room. That is the case for validating rather than guessing.

Frequently asked questions

Can I smile in a biometric passport photo?

A neutral expression is the safe answer everywhere. The UK requires a plain expression with the mouth closed.3 The US permits a natural smile but not a broad one.2 A wide smile shifts the mouth and jaw landmarks that facial recognition measures, so it risks a fail even where it is technically allowed.

What head size does a biometric photo need?

It depends on the country, and this is the trap. ICAO-derived specs put the face at roughly 70% to 80% of the image height, which is what Schengen, Singapore, and most of Europe use.147 The US is different: 1 inch to 1 3/8 inch of head in a 2 inch frame, which is 50% to 69%.26 The UK sits between them at 29 to 34 mm in a 45 mm frame.3

Can I use the same photo for a US passport and a Schengen visa?

The capture, yes. The exported file, no. The two specs use different frame shapes and different head-fill bands, so the same original picture has to be cropped twice.

Does an AI passport photo tool break the rules?

It can. The US Department of State prohibits photos modified with software, apps, filters, or AI.2 A tool that checks or crops your real photo is fine. A tool that generates or retouches a face puts the application at risk.

Are digital and printed requirements the same?

The pose and composition rules are. The technical ones are not. A printed photo has to hit physical dimensions, while an upload has to hit pixel dimensions, a file size range, and sometimes a compression limit.983
